M-NCPPC was awarded $18.5 million in Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant funding by the United States Department of Transportation (USDOT) to construct, rehabilitate, enhance, and improve safety to pedestrian connections in Prince George’s and Montgomery Counties.
M-NCPPC prioritized these five projects through careful examination of existing conditions and comments from the public, advocacy organizations, and park users regarding the need for improvements within their parks. The elements identified for improvement are near or at the end of their useful life and are in need of replacement or repair.
The RAISE grant will improve safety and accessibility for pedestrians and bicyclists by building new shared-use paths and enhancing existing facilities. The projects are focused on maintaining or creating essential pedestrian and community connections and minimizing conflicts between vehicles and vulnerable roadway users at existing pedestrian and roadway facilities
Central Avenue (MD 214) Pedestrian Connections
This project consists of two segments:
- Construction of a new shared-use path from Old Central Avenue to Shady Glen Road paralleling the south side of Central Avenue (MD 214) and
- Design of a new shared-use path from Garrett A Morgan Boulevard, near the Morgan Boulevard Metro Station to Brightseat Road and then north along Brightseat Road to Medical Center Drive.
The proposed improvements are focused on enhancing pedestrian safety and connectivity between community facilities. The work includes pedestrian safety and traffic signal improvements for pedestrians crossing Garrett A Morgan Boulevard, Brightseat Road, and Medical Center Drive. It includes lighting, signing, pavement markings, security cameras, stormwater management, and landscaping. The project will also evaluate options for a road diet along Brightseat Road to accommodate the path within the roadway right-of-way. Chillum Areawide Pedestrian Improvements
This project includes construction of a new shared-use path linking Chillum Park with Avondale Park on La Salle Road. The shared use path enhances pedestrian safety and recreational opportunities in the Chillum Area. The improvements include a pedestrian bridge across a tributary to the Northwest Branch Anacostia River and pedestrian improvements at Chillum Road (MD 501). The project includes a new pedestrian connection at Sligo Creek Stream Valley Park and the rehabilitation of portions of the pedestrian connection along Sligo Parkway and East-West Highway (MD 410). The pedestrian and safety improvements include replacing pedestrian crossings and equipment; eliminating the right-turn lane and pedestrian island; and eliminating a dedicated right turn lane on Chillum Road.
West Hyattsville Pedestrian Bridges Replacement
This project replaces two to four existing open-air pedestrian bridges that are near the end of their usable life. The bridges are located within Kirkwood Park, 38th Avenue Park, Queenstown Park, and Northwest Branch Stream Valley Park and provide access to the West Hyattsville Metro Station. The work will occur within the existing footprint of the bridges, shared-use path, and surrounding areas.
Sligo Creek Areawide Pedestrian Improvements
This project includes rehabilitation of portions of the existing Sligo Creek pedestrian path connections between New Hampshire Avenue, Flora Lane, and Sligo Creek Parkway. It provides needed pedestrian safety improvements along the existing Sligo Creek Parkway. The proposed spot improvements include resurfacing or reconstructing the path and crosswalks; pedestrian bridge repair and/or replacement; culvert repairs, drainage and stormwater management; and the installation of guardrails, handrails, safety barriers, and buffers along the path. Additionally, streambank stabilization is proposed within Sligo Creek adjacent to several existing pedestrian bridges.
Northwest Branch Areawide Pedestrian Improvements
The majority of this project is located in Montgomery County, with a short connection in Prince George’s County. It will rehabilitate and improve pedestrian connections between Oakview Drive and Piney Branch Road. The project will increase pedestrian safety and improve connections to Broad Acres, Montgomery Knolls, and Roscoe Nix Elementary Schools. The project includes spot improvements to pedestrian connections such as resurfacing, reconstructing, and rerouting the path; installing pedestrian ramps and landing areas; repairing and replacing bridges and culverts; upgrading drainage and stormwater management; and installing guardrails, handrails, and safety barriers. Additionally, streambank stabilization is proposed along the Northwest Branch Anacostia River throughout the project
